Galt Graydon

Mr. Graydon began his legislative career as a legislative assistant to State Senator Ralph Hall. After leaving the state Capitol he became Assistant City Attorney for the City of Dallas for Legislative Affairs and Administration. Galt Graydon’s distinguished public-affairs career spans more than five decades in Texas. Graydon has spent this time representing corporations, trade associations, governmental entities, and individuals before all branches of state government.

He led the Governmental Affairs Practice Group for two major Dallas law firms before founding the Graydon Group LLC, and the law firm of Graydon, Gibson & Brown, LLP in 2002.

Graydon is a board member of the Texas Taxpayers and Research Association, an Executive Committee Member of the Professional Advocacy Association of Texas, Inc., an alumnus of the University of Texas at Austin and the University of Texas School of Law, and a Life Fellow of the Texas Bar Foundation. He has been rated AV Preeminent for forty years in Martindale-Hubbell, and has been repeatedly recognized in Best Lawyers and Lawyers of Distinction.

Representative Experience

During his seven-years representing the City of Dallas in Austin Mr. Graydon was responsible for introduction and passage of numerous legislative issues including:
Creating the framework for regional mass transportation in Dallas, Tarrant, and the surrounding counties, and that resulted in the establishment of Dallas Area Rapid Transit (DART).

Enactment of legislation that increased from 3% to 4% the amount of hotel occupancy tax a municipality could levy, with the increase dedicated to promotion of convention and tourism. This bill provided the financing mechanism for the “new” Dallas Convention center.

Enactment of legislation and the required Constitutional Amendment authorizing Tax Increment Financing in Texas, working with the late Dick Brown of the Texas Municipal League.

Later on, Graydon was also heavily involved with the passage of Repeal of the Texas Sunday Closing Law (Blue Law); Passage of the Texas Lottery Act; and a inclusion of the Residential Construction Liability Act in the Texas Property Code.

Keith Strama

Keith Strama represents clients from diverse industries before the Texas Legislature and state agencies on public policy and regulatory matters. He works closely with clients in the areas of energy, health care, telecommunications, education technology, financial services, and environmental regulation. Keith joined the law firm of McGinnis Lochridge as a governmental relations attorney after working at the Texas Capitol for former Speaker Pro Tempore Craig Eiland during his time at the University of Texas Law School. After becoming a partner at the Firm, he started his own successful practice and now partners with Eddie Lucio and Galt Graydon, establishing The Graydon Strama Lucio Group.

In his 25 years of public policy experience in Texas Keith’s experience includes:

  • Work with numerous agencies, including the Texas Alcoholic Beverage Commission, the Texas Commission on Environmental Quality, the Texas Railroad Commission, the Texas Department of Insurance, the Texas Medical Board, the Texas Department of State Health Services, Texas Health & Human Services Commission, Texas Attorney General, Texas Comptroller, Texas Education Agency, and the Texas Ethics Commission.
  • Representation of major oil and gas company in drafting and enacting legislation relating to royalty reporting. This legislation has become a model for states throughout the country.
  • Representation of association of travel agents to modify franchise tax law to ensure travel agents are not adversely affected by new business tax.
  • Representation of the insurance industry enact legislation to all for greater form freedom for commercial purchasers.
  • Obtained financial relief for shrimp industry in Texas through legislation designed to help struggling shrimpers.
  • Representation of major financial company in drafting and enacting legislation that regulates wire transfers in Texas.
  • Obtained exemption for Texas camps from law prohibiting use of certain vehicles in riverbeds.
  • Representation of major oil and gas client in drafting and enacting legislation relating to taxation of fuels in Texas.
  • Representation of client in drafting and enacting legislation that provided tax relief to homeowners whose property had been damaged due to natural disaster.
  • Representation of freestanding emergency center in successful legislative effort to enact legislation setting standards for licensing.

Administrative Law

In addition to his extensive work with the Texas Legislature, Keith works closely with state agencies concerning regulatory matters. By obtaining a favorable settlement for large restaurant chains facing penalties from the Texas Alcoholic Beverage Commission. Representation of a large financial company in obtaining a favorable ruling from the Texas Attorney General’s office protecting valuable trade secret information. He’s also represented large airport vendors in obtaining permits from the Texas Alcoholic Beverage Commission. He also worked on rule drafting for freestanding emergency health center licensing by the Department of State Health Services. He created trade associations and assisted with legislative and administrative policy.

Litigation

Keith has also participated in commercial trial cases concerning oil and gas disputes and construction law. He prepared an Amicus brief on behalf of royalty owners, cited extensively in a landmark Texas Supreme Court ruling in favor of the client’s position to protect hydraulic practice in Texas and preserve the statute of limitations.

Eddie Lucio, III

Eddie Lucio attended Texas Tech University on an athletic scholarship before receiving his BBA and a law degree from the University of Texas. As a state representative, Eddie Lucio, III served eight terms representing Texas House District 38, covering the southwestern portion of Cameron County in the Texas Legislature from 2006 – 2021. During his tenure as a state representative, Rep. Lucio served on approximately fifteen Texas House substantive and procedural legislative committees that exercised jurisdiction over various state agencies and myriad policy subjects.

In addition to his membership in those committees, Rep. Lucio served as Chairman of the Texas House Environmental Regulation Budget and Oversight Subcommittee (80th RS), Chairman of the House Rules and Resolutions Committee (85th RS), and Chairman of the House Insurance Committee (86th RS). Over the course of his legislative career, Chairman Lucio authored and worked on various legislation that had a profound impact on water, lawsuit reform, insurance, healthcare, appropriations, and energy reform. Rep. Lucio has received accolades from various professional and community organizations including: “Legislator of the Year Award for Legislative Excellence” by the Texas Public Health Association, the Combined Law Enforcement Association of Texas’ “Best of the House” award and the “Texas Rainmaker Award” from the Texas Water Foundation.

Rep. Lucio has been actively practicing law since 2005. Since retiring from the legislature, Eddie has added governmental and public affairs to his practice and joined Galt Graydon and Keith Strama to form The Graydon Strama Lucio Group. As a lawyer, Eddie has represented a variety of clients in the private and public sector including Aqua Water Supply, Harlingen Public Utility, North Alamo Water Supply Corporation, Rio Grande Regional Water Authority, McAllen Public Utility Board, Noble Texas Builders, Trident Nursing Homes, Rodeo Dental, and various others. In addition, Eddie served as City Attorney for the City of Rio Hondo and general counsel for Laguna Madre Water District.

In his first session as a legislative consultant, Chairman Lucio and his firm, represented a variety of clients in multiple sectors including, but not limited to, McAllen Economic Development Corporation, Southwest Airlines, Texas Association of Realtors, Killam Development, Spectrum Communication, Texas Association of Health Plans, Texans for Lawsuit Reform, Circuit of the Americas, VISA, Brownsville GMS, Trusted Driver, Molina Healthcare, Titan Fuels and the Capital Group. One of the highlights of this past legislative session was the firm’s work and leadership on the passage of HB 5 which reestablished a Texas Economic Incentive Program used to attract the best advance manufacturers and other businesses to Texas.

Shannon Swan

Shannon Swan is a legislative consultant at Graydon Strama Lucio. She is an experienced lobbyist with over 30 years of experience. Shannon has a vast knowledge of the Texas lawmaking process and is experienced in guiding clients through the ups and downs of a legislative session.

Shannon started her career working for 10 years at the State Capitol. She served as a legislative assistant to Rep. Bill Messer, who was the Chair of the House Calendars Committee and then spent 8 years as Chief of Staff to Rep. David Cain who chaired the House Transportation Committee and Sunset Advisory Commission. Prior to the establishment of Graydon Strama Lucio, Shannon worked with the Graydon Group clients for 27 years.

In her current role, Shannon works with transportation, general business, gaming and association clients.
